Although NERV is under the control of the United Nations, it is an independent organization in operations. The United Nations is the source of NERV's funding, income, and equipment for its operations. In the Rebuild of Evangelion movies, NERV is bound by the Vatican City Treaty, which restricts the number of operational Evangelions a single country can control at any one time.

Racer X is a heroic, mysterious, flamboyant, selfless, sympathetic and often brooding soldier of fortune. His true identity is Rex Racer (三船 研一, Mifune Ken'ichi), the eldest son of Mom and Pops Racer and the older brother of Speed and Spritle. His 'Racer X' moniker is actually a play on his own first name Rex. Years before the start of the series, when Rex was 18 years old (Speed's current age), he had a falling out with Pops after wrecking the Mach One (the first car Pops ever built) at the end of his first race as a professional driver (seen in flashbacks throughout the series). Racer X drives the number 9 car, the Shooting Star.

Misato Katsuragi is one of the main characters from the Neon Genesis Evangelion franchise. She is the operations director at NERV, initially with the rank of captain, she is later promoted to major, and in Rebuild of Evangelion, Misato's rank is lieutenant colonel. Her duties at NERV include acting as a field commander for the Eva pilots, issuing orders and relaying battle strategies, as well as processing input from Ritsuko Akagi and the technicians monitoring the Evas. She also handles many bureaucratic aspects of NERV's operations. At the beginning of the series, Misato first brings Shinji Ikari to NERV and is able to convince him to pilot the Evangelion Unit-01. She then chooses to have Shinji move in with her rather than live alone.
