The Navy counselor rating is not open to the incoming recruit. This rating requires a thorough knowledge of the Navy organization, including personnel and administrative procedures and policies. Because the NC rating accepts only petty officers first and second class, it is not open to first-term enlistees. A Navy person who intends to apply for this rating must have experienced the total environment of the Navy. The individual's background must clearly indicate familiarity with shipboard life; first-hand knowledge of varied aspects of Navy life and duties gained through participation in a wide range of activities and assignment,; and a high level of leadership as well as comprehension of diverse assigned duties. Navy counselors offer career guidance to Navy people aboard ships and at shore facilities, and to civilians who are considering enlistment in the Navy. They assist commands in organizing and implementing an aggressive enlisted career information program; evaluates enlisted career information program within own command and/or subordinate commands as applicable; supervises and coordinates interviewing and counseling efforts; counsels individuals and gives presentations to civic groups, naval personnel and their family members on the advantages of career opportunities and professional development in the Navy; establishes and maintains liaison with local media; serves as Transition Assistance Program Managers; provide counseling on veteran benefits and relocation programs.

A United States Navy diver or (within the US Navy) navy diver refers to a member of the community of unrestricted line officer (URL officers), civil engineer corps (CEC Officers), Medical Corps officers and enlisted personnel in the United States Navy who are qualified in underwater open/closed circuit breathing apparatus, deep sea type diving apparatus and saturation diving. Personnel in the navy diver (ND rating) are part of the Navy Special Operations (NSO) community. Navy divers serve at several diving platform types including; Navy Expeditionary Combat Command (NECC), Navy Special Operations/Special Warfare commands, Marine Corps dive teams, rescue/salvage and repair diving detachments, saturation diving commands and diving research/development. Some of the mission areas of the navy diver include; deep sea underwater salvage, harbor clearance operations, in-water ship/submarine repair, demolition operations, submarine rescue, SEAL Delivery Vehicle deployment/recovery, saturation diving, experimental diving, underwater construction/welding as well as serving as diving technical experts at SEAL/Marine Corps/and United States Navy EOD diving commands. Chief petty officer is the seventh enlisted rate in the U.S. Navy and U.S. Coast Guard, just above petty officer first class and below senior chief petty officer. Chief petty officers are classified as senior non-commissioned officers. The grade of chief petty officer was established on April 1, 1893 for the U.S. Navy. The U.S. Congress first authorized the U.S. Coast Guard to use the promotion to chief petty officer on 18 May 1920. Unlike petty officer first class and lower rates, advancement to chief petty officer in the U.S. Navy not only carries requirements of time in service, superior evaluation scores, and specialty examinations, but also carries an added requirement of peer review. A chief petty officer can only advance after review by a selection board of serving master chief petty officers, in effect "choosing their own" and conversely not choosing others.
