The Project was initiated some time in the 1960's, collating, and analysing data. By the 1970's, based on the findings of the project's studies, a group of people who displayed certain traits were brought together. These first subjects used for experimentation, and developing training methods.

The Capsules are a teenage biker gang that resided in Neo-Tokyo. Founded, and led by Shotaro Kaneda. The Capsules consists of a loose group of young friends, including Tetsuo Shima, Yamagata and Kaisuke amongst others.
