The dam was first planned on being built at Boulder Canyon which brought about the name ' Boulder Dam '. Secretary of the Interior, Ray Wilbur, named the dam the ' Hoover Dam ' at a railroad spike driving ceremony in 1930. In 1933, President Roosevelt's Secretary of the Interior changed the name back to the ' Boulder Dam '. But in 1947, Congress changed it back to the Hoover Dam in honor of President Herbert Hoover.
