The Council for Public Safety was a group made up of firemen and policemen, and they published a visitor, pamphlet called "Welcome to Fear City: A Survival Guide for Visitors to the City of New York." with a scary reaper type figure on the cover. They hoped to make NYC seem so terrifying that the thought of laying off police and firefighters would be unconscionable. At least 1 million copies of the pamphlet were printed, and certainly had people second guessing their safety in the Big Apple.
