C. 1935 luggage label from the Boulder Dam located in the Black Canyon of the Colorado River. The Hoover dam is situated on the border of Nevada and Arizona. The dam was first planned on being built at Boulder Canyon which brought about the name ' Boulder Dam '. Secretary of the Interior, Ray Wilbur, named the dam the ' Hoover Dam ' at a railroad spike driving ceremony in 1930. In 1933, President Roosevelt's Secretary of the Interior changed the name back to the ' Boulder Dam '. But in 1947, Congress changed it back to the Hoover Dam in honor of President Herbert Hoover.
