The correct translation would be “Family before all (others)” - but it is in the wider sense of extended family, or perhaps clan, if you prefer. In cultures where people had ‘many children' and didn't travel a great deal, you would (and still can) build up large webs or nets of interconnected / multigenerational family groups.
