Description: Philanthropy is an independent, non-governmental organization founded by Solid Snake and Hal "Otacon" Emmerich following the Shadow Moses incident. Operating with a small core team, the group dedicates itself to exposing, tracking, and destroying illegal Metal Gear variants proliferating across the world. In the prologue of Metal Gear Solid 2: Sons of Liberty, Snake acts on behalf of Philanthropy when he infiltrates a U.S. Marine tanker on the Hudson River to photograph the new Metal Gear RAY. Through this organization, Snake and Otacon transform from reluctant soldiers into proactive activists fighting to rid the world of nuclear-armed walking tanks.
Description: Dead Cell is a rogue special forces group and secondary antagonist in Metal Gear Solid 2: Sons of Liberty. The unit was originally formed by President George Sears to stage surprise attacks on military bases for anti-terrorism training. After their leader died in prison, the surviving members turned into dangerous terrorists aligned with Solidus Snake. The group includes unique members with strange abilities like Fortune, who deflects bullets; Vamp, who moves like a vampire; and Fatman, an expert in bomb-making.
