Description: The Umbrella Biohazard Countermeasure Service (U.B.C.S.) was a private military force owned by the Umbrella Corporation, specializing in rescue operations during biohazard outbreaks. It was founded by former Soviet Colonel Sergei Vladimir. The U.B.C.S. primarily recruited former soldiers and militiamen who had been incarcerated and, thus, could be offered a new life. At its largest in 1998, this force consisted of at least four platoons, designed Alpha through Delta, making for a compliment of as many as 120 mercenaries. It suffered near total destruction during the operation in Raccoon City.

Description: The Arklay Laboratory was a laboratory complex located in the Arklay Mountains, and managed by Umbrella Corp. Hidden beneath the seclusive Spencer Mansion, the Arklay Laboratory was one of Umbrella's key facilities, and was involved with viral and bio-weapons research and development. The facility was destroyed following a sabotage which left the entire research staff and associated employees dead or otherwise infected with the t-Virus. The design is representative of a standard issue t-shirt research team member's at Arklay Laboratory would be issued.

Whether it had jurisdiction over the neighboring towns such as Stoneville, and its relationship with the Arklay County Sheriff's Department (ASD) is currently unknown.
Description: The Special Tactics and Rescue Service (S.T.A.R.S.) was an American elite special forces division under the jurisdiction of the Raccoon Police Department, though privately funded and able to operate independently. It employed ex-military personnel and academic experts for appropriate positions within the police department. The overall idea was to form a team combining tactically-sound soldiers with scientists, allowing the team to operate in both anti-terrorism and increasingly-potent urban crime scenarios, as well as dealing with other emergencies.
Description: The Raccoon Sharks was Raccoon City's local American football team. A riot occurred on the night of September 24th, during one of their games. The riot was due to the t-viral outbreak, and a single zombie rampaged across the stadium, turning it into a bloodbath ending with several people being sent to the Raccoon General Hospital in critical conditions and fifty police officers being called in.
