Description: The Special Tactics and Rescue Service (S.T.A.R.S.) was an elite special forces division under the jurisdiction of the Raccoon Police Department, though privately funded and able to operate independently. It employed ex-military personnel and academic experts for appropriate positions within the police department. The overall idea was to form a team combining tactically-sound soldiers with scientists, allowing the team to operate in both anti-terrorism and increasingly-potent urban crime scenarios, as well as dealing with other emergencies, including those of virus outbreaks and pandemics.

Description: The Umbrella Biohazard Countermeasure Service (U.B.C.S.) was a private military force owned by the Umbrella Corporation, specializing in rescue operations during biohazard outbreaks. It was founded by former Soviet Colonel Sergei Vladimir. The U.B.C.S. primarily recruited former soldiers and militiamen who had been incarcerated and, thus, could be offered a new life. At its largest in 1998, this force consisted of at least four platoons, designed Alpha through Delta, making for a compliment of as many as 120 mercenaries. It suffered near total destruction during the operation in Raccoon City.
