The unit was given a unique mission: to deceive Hitler's forces and mislead them as to the size and location of Allied forces, while giving the actual units elsewhere time to maneuver. Some of the tactics the Ghost Army created were deceptive inflatable tanks, fake airfields, and complex sound effects. Their story was kept secret until it was declassified in 1996.

Russell signed over the property to the U.S. Army Quartermaster Corps for the development of the flexible gunnery school. The mission of the new school, the Las Vegas Army Air Corps Gunnery School (located on the new Las Vegas Army Air Field), was defined as "training of aerial gunners to the degree of proficiency that will qualify them for combat duty."

The base population doubled within a month, representing a fulminating start. By the time of the attacks over Pearl Harbor, the base hosted not more than 27 planes. Almost 1000 troops – both co-pilots and gunnery experts – graduated from the base at every 5 weeks.

Description: The First American Volunteer Group (AVG) of the Republic of China Air Force, nicknamed the Flying Tigers, was formed to help oppose the Japanese invasion of China. Operating 1941–1942, it was composed of pilots from the United States Army Air Corps (USAAC), Navy (USN), and Marine Corps (USMC), and was commanded by Claire Lee Chennault. Their Curtis P-40B Warhawk aircraft, marked with Chinese colors, flew under American control. Recruited under President Franklin Roosevelt's authority before Pearl Harbor, their mission was to bomb Japan and defend the Republic of China, but many delays meant the AVG first flew in combat after the US and Japan declared war.
