Cabot Trail Pillows

I was surprised to see a pair of blue croc shoes and a lone red one placed on the stairs, weighted with stones to keep them in place. At the top of the stairs is a parking lot and at the bottom a rocky beach. Oddly there was no one on the beach nor in the parking lot. Leaves me with the impression there is a bit of a mystery here.
