I believe blue sea dragon is the common name, but Googling it also comes up with blue glaucus, and glaucus atlanticus. Wikipedia says "Glaucus atlanticus is a species of small, blue sea slug, a pelagic aeolid nudibranch, a shell-less gastropod mollusk in the family Glaucidae" if you're interested.

The Blue dragon is a species of small, blue sea slug. They float upside down counter shading and using the surface tension to stay up. They’re rarely seen except during periods of on-shore winds which washes them up on the beaches sometimes.

Even down in the depths of the ocean which surrounds Anathar... there are dragons!

I tried drawing a blue dragon sea slug from memory but i messed up the tail. still love how it came out so here ya go.
