The Phil Silvers – Sgt. Bilko Design celebrates one of the very best American sitcoms and the comedy genius of Phil Silvers. Phil Silvers starred as Sgt. Ernest G. Bilko in the long running CBS comedy The Phil Silvers Show. Set in Fort Baxter, a fictional Army post in Roseville, Kansas, the show centred around the soldiers of the Forts Motor Pool and their wiley Master Sergeant Bilko.

The Phil Silvers Show, originally titled You'll Never Get Rich, is a sitcom which ran on the CBS Television Network from 1955 to 1959. A pilot titled "Audition Show" was made in 1955, but it was never broadcast. 143 other episodes were broadcast – all half-an-hour long except for a 1959 one-hour live special. The series starred Phil Silvers as Master Sergeant Ernest G. Bilko of the United States Army.

Top Cat was created as a parody of The Phil Silvers Show with Arnold Stang imitating Sgt Bilko's voice for the titular character. Hanna-Barbera sold the cartoon to ABC based on a drawing of the main character. This was only the second cartoon series to premiere on prime time network television in the United States.
