Saatanan tunarit was from Kekkonen's (president of Finland) 1975 draft letter to a group of high officials like undersecreteries, directors of state-owned firms, professors, etc., who criticized favoring candidates to high offices by political grounds instead of merit. Kekkonen felt that the criticism could have complicated some planned appointments.
