The character in this art is Taira no Tomomori who committed suicide in the ocean after he lost battle. This is the scene he came back from the ocean as a ghost with a demon skull. He almost looks like a villain from the action comic. It is hard to believe this was a Japanese artwork more than 100 years ago.
