The Home Front Command (Hebrew: פיקוד העורף, Pikud HaOref, also known as PAKAR/HFC) is an Israel Defense Forces military district command, created in February 1992 in response to the lessons of the Gulf War,[1] which was the first war since the 1948 Arab–Israeli War in which centers of civilian population faced significant threat. The command is responsible for civil defense: preparing the civilian population for a conflict or disaster, assisting the population during the crisis, and contributing to post-crisis reconstruction.

During World War One, Victory Boys and Victory Girls clubs were organized in the US to raise five dollars per child for the United War Work Campaign. The kids were between the age 12 and 20 and received a pin when they turned in a pledge card. They had to work for the pledge and not solicit it from their parents or others, and many exceeded the pledge amounts. This was the first time in U.S. history that children were part of an organization that helped the war effort.
