Are you paranoid? Protesting? Traveling? The idea behind this design, though no guarantees, is that if someone tries to take your photo with an up-to-date smart phone, that phone will more than likely detect the QR code before the user takes a photo, giving them the message "I do not consent to being photographed or recorded on any medium." And it's not just smart phones that have these features, but other camera-like devices with recognition technology. However, just because you do not give someone permission to take your photograph or record you in some way does not mean that it is legally binding. This is more or less just an idea and to give a privacy-concerned citizen an opportunity to speak to curious people who may not understand.
